Decrees are made by Sovereign Powers, Kings, and Rulers. Every action is carried out from words. The words could be spoken or written, it doesn't matter the mode by which they are made. Jesus spoke to the tree and it died. He also commanded the storm and it ceased. When the Centurion came to see Jesus, he reiterated that Jesus should only speak the word to effectively heal his servant.
